Training Teens to Tackle Terrorists


Hundreds of Explorer Scouts from all over California are in San Diego this week being trained how to be cops. The training includes “crowd control” of a simulated riot on the UCSD campus, at the Residential Hall of 6th College, with sheriff deputies masquerading as “rioters” and the use of a police helicopter, according to the OB Rag. They will also be trained in arrest techniques, ethics, shooting at a firing range, gangs, domestic violence, and narcotics. 

As the Rag correctly implies, this training is more about social control and propaganda than making our communities safer or providing serious job training for youth. Choosing the university as the site of the simulated riot reinforces the stereotype that universities are dangerous hotbeds of radicalism and that college students are not to be trusted.

In light of the massive looting of the public sector, attacks on unions and working people, and overall decimation of living standards for 90% of Americans, one should certainly expect civil unrest. Yet the economic crisis has been due in large part to white collar and corporate crimes, few of which of have been investigated and even fewer prosecuted. The scouts are unlikely to receive any training in this. Furthermore, the majority of scouts come from families who are among the 90% of Americans who are getting squeezed by the recession, who are losing their jobs or homes. Rather than ignoring this simmering cauldron of discontent, the Explorer program is converting them into dutiful servants of the state, who will jump when called to protect the private property of the wealthy.

Militarization of America’s Youth
The Explorer Scouts program is overseen by an affiliate of the Boy Scouts of America called Learning for Life. For several years now they have been training teens in counter terrorism and immigration control, the New York Times reported back in 2009. According to the Times, the training includes chasing down illegal border crossers, facing down terrorists, taking out school shooters and raiding marijuana plantations.

All of these activities involve a huge leap from traditional Boy Scout training and are not simply the product of a few renegade scout leaders. The program has been supported by the Department of Homeland Security, which has sought to “offer a program consistent with the aims and objectives of the Learning for Life organization.” Mark Sullivan, director of the Secret Service, is on the Explorers board of directors and the Secret Service is involved in a partnership with the Explorers program.

When one considers the types of training the scouts are receiving, a more accurate statement would be that the Learning of Life organization is seeking a program consistent with the aims and objectives of the Department of Homeland Security (i.e., fighting terrorists, drug dealers, protesters and illegal immigrants).

None of this training is particularly useful if the goal is to produce effective police cadets, as none of these are significant problems in terms of overall crime or police responsibilities. There is little or nothing in the training to prepare scouts to address driving violations, domestic disputes, theft, hate crimes, or disaster and emergency response. But the training is useful if the goal is to produce a paramilitary force for suppressing civil unrest and terrorizing immigrant communities.

Hitler Youth in America?
The Explorers program is like the Boy Scouts on steroids, with its emphasis on weapons training, interrogation and the rounding up of civilians. It also bears an uncanny resemblance to the Hitler Youth, which recruited boys aged 14-18, indoctrinating them in the propaganda of the Nazis and training them to fight faithfully for the Third Reich. The Hitler Youth also had a parallel with the Boy Scouts, developing after the Scouts were banned and taking over many of their activities.

However, it seems that the right wing gun nuts and conspiracy theorists have glommed onto this story more than anyone, feeding into their hysteria that the government is trying to take away their guns. They love the Hitler analogy, particularly as it feeds into their delusion that Obama is both a socialist and a Nazi. Some even call the Explorers the Obama Youth, in homage to the Hitler-Jugen. In one Explorer training, scouts had to take down a deranged Iraq war vet, further fueling their paranoia that the program is an attack on patriotic Americans, rather than a general assault on civil liberties and freedom of association, and specifically an attack on immigrants and rebellious youth and workers.

The Pain in Spain for Controllers of the Plane—Dictatorship Continues

Spain has extended dictatorial powers militarizing its aviation industry until mid-January. The “State of Alarm” rule allowing the government to place air traffic controllers under military control is a holdover from the Franco dictatorship, first enacted in 1969 and not seen since Franco’s death in the mid-1970s. The law was initially imposed on air traffic controllers on December 4, and allows the military to arrest and imprison any worker who refuses to work. Prime Minister Zapatero secured an extension of the law until January 15, with the support of Congress, the Catalan nationalist Convergence and Union Coalition, and the Basque Nationalist Party.

While air traffic controllers are being compelled to work at gun point, workers for the Spanish Airport Authority have been demonstrating at Barajas Airport, Madrid, against plans to privatize their organization.

The Union of Air Traffic Controllers Association (USCA) president, Camilo Cela, has tried to negotiate with the government to end the “State of Alarm.” He has even offered the government a no-strike deal and a commitment to police his own members. The government, however, doesn’t trust him and has refused to bargain. Cela’s actions should be seen as an attempt to quash worker resistance and solidarity, typical of so many union bureaucrats, who erroneously believe that giving in a little now will somehow protect union members in the long run. What usually happens is the union bosses convince their members to give a little now, a little more later on, and even more down the road, which is part of the reason why American wages have been declining steadily since 1970.

The situation in Spain should serve as a warning to working people everywhere. As the economic crisis continues and financial institutions demand that workers pay for it through greater austerity, any resistance may be met with similar repression, even in countries like the U.S. (Let’s not forget PATCO, the U.S. air traffic controllers who, in 1981, had hundreds of their members jailed, thousands fired, and who were ultimately decertified, all through a similar presidential decree).

LAUSD Ready to Sell Out to Highest Bidder

On Tuesday, LAUSD board members will vote on loosening the district's ban on corporate sponsorship and advertising on campuses as a way to help meet budget shortfalls. LAUSD hopes to raise $18 billion from the plan.

Corporations would be allowed to place logos on virtually any surface within LAUSD. Melissa Infusino, LAUSD's director of partnerships, said that only healthy and appropriate products would be allowed, ruling out the obvious tobacco and alcohol ads.However, this would leave open the possibility of advertising by educational management organizations and charter schools. private for-profit tutoring companies, private test prep. companies and for-profit colleges.

The only thing that is new here is the desperation of LAUSD. Schools have been selling ad space and giving away marketing opportunities for years. Kiosks and marquees often have ads. Year books and school newspapers also sell ads. There are often ads up in cafeterias and bulletin boards. Josten's ads abound during second semester enticing kids to waste their money on cheesy class rings they'll end up tossing within a year. The military recruiters, while not corporate, also give away free binders, pens and sample MREs (meals ready to eat) to entire kids to volunteer.

De-Professionalizing Teachers, English Style

The “Education White Paper,” published on November 24, outlines the British plan to place trainee teachers in classrooms throughout the country (kind of like the de-accreditation and TFA movements in the U.S.) The government intends to abolish the requirement that teachers obtain a 1-year post-graduate degree. They are also discussing the implementation of national core standards and increasing standardized testing, including the addition of a new test for six-year olds. Sound familiar?

Militarizing the Schools
Michael Gove, Secretary of Education, wants to fast track “high fliers” to get them into positions of educational leadership quickly. He especially wants to get recovering soldiers into the classroom, where they can impose their well-honed discipline on unruly urban youth. The new plan also gives head teachers much more power to search students, detain them, and use “reasonable force.”

Privatizing the Schools
Failing schools will be forced to become privately run (but publicly funded) “academies.” All this is coming amidst huge education cuts that threaten teaching jobs, course offerings and services. Teacher salaries have been frozen, while the government has abolished national negotiations over teacher pay, giving local head masters more power to control individual teacher salaries. The Department of Education has also threatened to publish teachers’ qualifications, sick leave record, and pay, giving even more leverage to head masters wishing to discipline their employees.
